Dr. Caine serves as Director of the Marion County
Health Department and is Chief of the Infectious Diseases Section of the
National Medical Association. She also serves on the Centers for Disease
Control and Prevention (CDC) Managed Care Working Group and on the
Robert E. Fullilove, Ed.D.
Associate Dean for Community and Minority Affairs,
Dr. Fullilove is co-director of the Urbanism and
Community Health program in the Department of Sociomedical

Dr. Holtgrave's research has focused on the
effectiveness and cost-effectiveness of a variety of HIV prevention
interventions, and the relationship of the findings of these studies to HIV

A licensed clinical psychologist, Dr. Hill is Chief Executive Officer of Gay
Men’s Health Crisis, a not-for-profit,
volunteer-supported and community-based organization in

Former Director, White House Office of National AIDS Policy
Dr. O’Neill has served as Acting Director of the Office of HIV/AIDS
Policy in the Department of Health and Human Services (HHS), where he was
responsible for coordination of policy and management of the entire HHS
HIV/AIDS portfolio. He also served as Associate Administrator for HIV/AIDS in
the Health Resources and Services Administration’s HIV/AIDS Bureau,
directing the national Ryan White Comprehensive AIDS Resources Emergency (CARE)
Act programs. Before joining HRSA, he was on the medical staff of the Chase Brexton Clinic, a community-based AIDS clinic in

Wayne J. Riley, M.D., M.P.H., MBA, FACP, is the President and Chief Executive Officer of Meharry Medical College in Nashville, Tenn. He served as Vice President and Vice Dean for Health Affairs and Governmental Relations and Associate Professor of Medicine at Baylor College of Medicine in Houston, Tex. At Houston’s Ben Taub General Hospital, Baylor’s primary public hospital teaching affiliate, he was Assistant Chief of Medicine and a practicing academic general internist and a resident alumnus of Baylor’s highly regarded internal medicine residency training program.
